Arjan Heyma has been working with SEO Economic Research since 1 July 2001. He began as a senior researcher in the Care and Security section. Since February 2006, he has been section head of the Labour and Education section. Arjan studied econometrics and philosophy at the Universiteit van Amsterdam. At the same time, he worked as a student assistant at the Economic and Social Institute of the VU University Amsterdam, where he conducted research in commodities markets. In 2001, he defended his dissertation entitled Dynamic Models of Labour Force Retirement, which was based on research at the Centre for Economic Research on Retirement and Ageing (CERRA) at Leiden University.
From 1998 to 2001, Arjan was researcher and project leader for TNO Inro, where his research concerned regional labour-market developments and transport behaviour. Drawn upon these experiences, he has developed a broad expertise in the area of evaluation and effect studies at SEO. In particular, he focuses on questions involving active labour market policies, welfare and employment benefits. He is the author of various studies on the net effectiveness of job search assistance programmes, and he has been involved in wage comparisons between the collective and the private sectors for a number of years. In addition, he has gained considerable experience in combining large databases with information concerning work, social security and consumer behaviour.
His current research and consulting activities at SEO focus primarily on the econometric analyses of labour-market developments (dynamic relationships in labour-market flows and shortages), the effects of labour-market policies (e.g. job search assistance, wage differentials, employment benefits and the role of health), economic effects of population ageing (on employment, health care and social security), and measuring the cost-effectiveness of (demand-driven) re-employment measures. Arjan has gained considerable experience in combining micro-econometric analyses and policy research.
