Koopmans studied econometrics in Rotterdam, working as a research assistant. After graduation he worked at SEO Economic Research and received his PhD in 1989, writing a thesis on informal labour. Next, he was a department head at the Netherlands Ministry of Housing, making forecasts for the construction sector. At the Netherlands Scientific Council for Government Policy he did research on energy taxes, the environment and decision making about large infrastructure projects. As a department head at CPB Netherlands Bureau for Economic Policy analysis he worked on energy scenarios, energy policy, infrastructure and cost-benefit analysis. Next, he worked at SEO Economic Research as a department head, working on cost-benefit analysis, road pricing and the housing market. Since 2002, he is professor of Economics, first at the University of Amsterdam and now at VU university. Between 2006 and 2009 he was managing director of KiM Netherlands Institute for Transport Policy Analysis. International publications
