Evaluation of the Private Seed Sector Development (PSSD) programme in Burundi
SEO and MDF were commissioned by the Embassy of the Kingdom of the Netherlands (EKN) in Burundi to assess the impact of its Private Seed Sector Development (PSSD) programme. The primary goal of the programme was to elevate and transform the private seed value chain in Burundi, ensuring that farmers gain improved access to high-quality, certified seeds, thereby significantly enhancing their productivity and incomes.

Mid-term evaluation of the Global Tax Program (GTP)
The World Bank (WB) commissioned SEO Amsterdam Economics to conduct a mid-term evaluation (MTE) of its Global Tax Program (GTP). The evaluation team concluded that the GTP is a well-managed programme and has thus far performed well against the OECD-DAC evaluation criteria, despite operational challenges caused by the COVID-19 pandemic.

The Dutch Ministry of Foreign Affairs (MFA) commissioned SEO to carry out an evaluation of 1) the Dutch (inter)national tax policy as well as 2) the bilateral and multilateral capacity development activities supported by the Netherlands. The evaluation indicates that despite undertaking several reforms, the Netherlands continues to play a role in global tax avoidance.
