Based on bottom-up analysis using the SEO NetCost model, the report assesses the impact and cost of key emission reduction measures. It identifies five main sources of CO2 reductions, including advances in technology, alternative fuels, and economic measures.

There is an additional increase in ticket prices and a further shift of passengers to competing non-EEA hub airports in close proximity predicted. The proposed EU ETS update lowers aviation CO2 emissions but intensifies competitive distortion and carbon leakage.
