Mid-Term Evaluation of the IMF’s Anti-Money Laundering and Combating the Financing of Terrorism Thematic Trust Fund (Phase III)

SEO Amsterdam Economics was commissioned by the International Monetary Fund (IMF) to assess the performance and strategic direction of the third phase of the IMF’s Thematic Trust Fund for Anti-Money Laundering and Combating the Financing of Terrorism (AML/CFT). This mid-term evaluation shows how the Trust Fund performed thus far in strengthening the capacities of IMF member countries to mitigate the macroeconomic consequences of money laundering and terrorist financing.

Evaluation of the AGRI3 Fund

The Inclusive Green Growth department (IGG) of the Dutch Ministry of Foreign Affairs (MFA) commissioned SEO Amsterdam Economics to provide evaluation and monitoring support for the AGRI3 Fund. The evaluation team found that the fund's approach and instruments were relevant but identified a need for increased risk-taking and enhanced use of TA to fully realise its ambitious goals for sustainable agriculture and rural development.

Evaluation IFC’s Women in Work Program

The International Finance Corporation (IFC) commissioned SEO Amsterdam Economics (SEO) and the Kandy Consulting Group (KCG) to conduct an impact evaluation of its Women in Work (WiW) program in Sri Lanka. The evaluation showed that the program was relevant and effective and contributed to creating change towards gender equality at the level of individuals, firms, as well as at public institutions.

Evaluation of PSD Apps and Toolkit

The Netherlands Enterprise Agency (RVO) commissioned SEO Amsterdam Economics (SEO) and MDF Training & Consultancy (MDF) to conduct a mid-term evaluation of its Private Sector Development (PSD) Toolkit and an end-line evaluation of its predecessor, PSD Apps. The overall finding is that the PSD Toolkit and PSD Apps have performed well against the OECD-DAC evaluation criteria thus far, with opportunities for further improvements in the areas of external coherence and sustainability.

Mid-term Evaluation of the IMF’s Data for Decisions Fund (D4D)

At the request of the International Monetary Fund (IMF), SEO Amsterdam Economics conducted the mid-term evaluation of the IMF’s Data for Decisions (D4D) Fund, aimed at strengthening macroeconomic policy decisions by improving national statistics via capacity development. It found that the D4D Fund was well designed and generally effective, but that stronger focus on data use and ownership was needed to enhance the long-term impact of the fund.
