On 1 January 2015 the Dutch Participation Act (Particiepatiewet) came into force. With the introduction of the Participation Act, access to the Wsw (Wet Sociale Werkvoorziening; Sheltered Employment Act) has been blocked. This means that from that moment on there has been no more new inflow and people are only flowing out of the Wsw. As a result, the Wsw volume will decrease every year. At the same time, the budget that is available for the Wsw will be lowered. This monitor is designed to track the underlying assumptions that are used to calculate the fictitious government contribution to the Wsw expenditure. The study consists of a baseline measurement and two follow-up measurements. The baseline measurement has now been performed. This baseline measurement is a reference measurement that will be used to put the follow-up measurements in perspective.
