The Work according to Capacity Act (WWNV) was declared controversial at the beginning of June 2012, after the fall of the government. This means that it will not enter into force on 1 January 2013 as the government had intended.

With the advent of the WWNV local authorities were to receive a combined reintegration budget to spend as they saw fit, comprising funding for reintegration, for new intake into the Sheltered Employment Scheme and for current beneficiaries under the Sheltered Employment Scheme. This study answers the question of what allocation models can be used to distribute budgets among local authorities.

Two reports containing the results of the study have been published. The final technical report sets out the technical aspects of the study as well as the findings; the main report only discusses the findings, leaving aside the technical aspects.
