Distribution of Impaired workers among Hiring Employers
The government, unions and employer organisations have agreed to create additional jobs in the public and private sectors for people with occupational impairments. Secondments and agency assignments are included when counting the number of additional jobs. It has been agreed that for the purposes of the employment agreement occupationally impaired workers seconded and hired out by employment agencies and Sheltered Employment Scheme companies will be counted as working for the employers where they actually work (the hiring employers) rather than the employment agencies.
SEO Economic Research measured the amount of hours worked by impaired workers for the hiring employer. Of the paid hours worked by these workers in December 2012 24% were actually in the public sector and 76% in the private sector. The results are based on a representative sample of occupationally impaired workers hired out by employment agencies in December 2012.
