Quality regulation of electricity supply and the large-scale consumer
In the system of quality regulation network administrators are judged on the amount of supply interruptions, via the q-factor. To determine the q-factor, SEO Economic Research examined the preferences of network administrators for supply interruptions (Baarsma et al., 2004). In this study, only the cost of power cuts for households and small businesses connected to the low voltage network are included. This contains more than 90 percent of the businesses, but the costs of supply interruptions of larger companies are not estimated. These costs are also not included in regulations. Now the new period of regulations is prepared the question if this is still desirable becomes relevant.
