The Decline in the Number of Beneficiaries under the Sheltered Employment Scheme

SEO Economic Research recently carried out research into components for allocation keys for the non-combined participation budget for the Ministry of Social Affairs and Employment (Tempelman et al., 2012). The study included predicting the decline in the number of beneficiaries under the Sheltered Employment Scheme based on natural decline. The Ministry of Social Affairs and Employment asked SEO Economic Research to re-estimate the decline by local authority, based on the latest figures. The most recent data on the number of beneficiaries under the Sheltered Employment Scheme date from the end of 2011. This report briefly explains how the decline by local authority from the end of 2011 was predicted.
