Minimum income schemes in Europe

This study describes and compares minimum income schemes in five European countries: Belgium (Flanders), Denmark, France, Germany, and the United Kingdom. It considers minimum income schemes aimed at three groups: persons of working age, pensioners, and households with children. We describe the structure of the minimum income schemes in these countries, their shares of recipients, their non-take-up, and we reconstruct the effective minimum income level that these minimum income schemes provide.

Redistributive effects of first- and second-pillar pensions

We analyseren de herverdelende effecten van het Nederlandse pensioenstelsel op basis van levensloopdata. Vooral de eerste pijler (AOW) leidt tot forse inkomensherverdeling tussen huishoudens. We simuleren de herverdelende effecten van verschillende beleidsopties, zoals het uitbreiden van de eerste pijler en het verkleinen van de tweede pensioenpijler en de invoering van een NDC-pensioen.

Quantifying the non-take-up of a need-based student grant in the Netherlands

We estimate the non-take-up rate of the need-based student grant in the Netherlands using administrative data on first-year students in higher education. We also investigate which student characteristics correlate with non-take-up. We find that 24% of all eligible students do not apply for the need-based student grant. Remarkably, one-third of the non-claimants do take on a student loan while leaving the grant on the table.
